Retention & Expansion

The Harlingen EDC will do what it takes to ensure your business’s success in Harlingen. We regularly keep in touch with our local companies, providing assistance where needed and offer a number of programs to retain your business and to help your business grow.

The Harlingen EDC’s CEO, COO, and Business Retention & Expansion Manager establish professional relationships with our business owners and ensure that they are connected to the resources they need. Making sure that our businesses find continued success is important to the EDC team.

To care for our local businesses, the EDC makes frequent visits, reviews contracts, and connects businesses to workforce partners including Workforce Solutions, TSTC, and UTRGV to help create a better trained workforce pipeline and provide the right staff for particular industries and businesses. We also offer public relations and marketing support for businesses through various promo and advertorials, commercials, ads, and profiles.

Some of Our Programs
Community Recruitment Program

The City of Harlingen and the Development Corporation of Harlingen, Inc. (“HEDC”) would like to encourage new and/or existing commercial enterprises to locate or expand in Harlingen.  Retail activity along the US – Mexico border is a basic economic driver which attracts, promotes, develops, and supports new commercial facilities and job growth and retention in the greater Harlingen Area.

Some of these new and/or retained retail enterprises may qualify for assistance from HEDC based on the number and types of jobs newly-created or retained and the type of commercial entity. Applicants’ commercial operations must qualify under the provisions of the Development Corporation Act (“Act”).  Developers may apply on behalf of their tenants/retailers, but are not eligible to be the recipient of the grants without the full knowledge and consent of the retailer and approval from the HEDC Board and City Commission.
